Malayisa Freelance ActionScript

I have a contact here in Malaysia that needs some ActionScript done but it's not a game. Something similar to the feature on jibjab.com where you upload you picture and it crops your face, which involves bezier curves. Would this be something you guys could do on an outsource basis? If so I'd like to make an email introduction with him.
